The Pendleton County Education Foundation promotes excellence in education by awarding gifts, grants and scholarships to educational areas within the Pendleton County School District that are effective, essential and in need of additional funding.  We do that by generating and guiding philanthropic resources through personal and corporate contributions, planned giving, and events.


The Pendleton County Education Foundation (PCEF) was established in 1992 as a private non-profit organization whose primary purpose is to provide funding for scholarships to graduating Pendleton County seniors and to provide grant money to finance educational projects, such as the character education grants given to all the county schools.  The Foundation is a nonprofit 501 (c) (3) and gifts are fully tax deductible to the extent allowed by law. 

The work of the foundation is guided by a volunteer board of directors composed of nine individuals who hold staggered three–year terms.  The Superintendent of Pendleton County Schools and a Board of Education designee serve as ex-officio members.

Helping individuals and businesses who have an interest in supporting educational opportunities, assisting students in need and creating lasting legacies by connecting people, passions and possibilities is our primary mission.

The Pendleton County Education Foundation assists each of these constituent groups by:

  • Raising gifts of all sizes and distributing funds for school district programs.
  • Hosting and participating in events to draw donors and donor prospects closer to the school district and the Foundation.
  • Managing approximately 25 separate funds for the benefit of Pendleton County students.
  • Offering services to donors and their advisers on planned gifts, trusts and wills.
  • Advancing the educational needs of students through participation in the annual scholarship program.
  • Connecting alumni and friends of the Foundation.

The Foundation provides services in raising funds, managing assets and administering gift accounts for the benefit of students and staff.  We work closely with donors to help them achieve their goals of assisting students and staff.  Donors to the Foundation decide how their gifts are to be designated, and the Foundation works to ensure that the donor’s wishes are realized. 

Currently, the Foundation manages funds with a total market value of approximately $350,000, provides accounts for approximately 25 accounts and coordinates relationships with multiple donors and potential donors.  The Pendleton County Education Foundation utilizes the investment services of Multifinancial Securities Corporation.

The Pendleton County Education Foundation also provides services to support the development of an alumni association.  The purpose of this association is to help connect alumni, inspire pride in our schools and our community, and bring people together to help support our students and to foster lifelong friendships. 


Listed below are some of the ways in which individuals can help financially support the students and staff in Pendleton County Schools.  These gifts can be designated to provide needed resources for areas such as additional technology enhancements, school and classroom grants, special education programs, and funding for character education and other curricular areas.

Cash gifts are an excellent way of immediately supporting students through the Pendleton County Education Foundation.  Cash gifts include checks, drafts, money orders, and cash contributions. If your gift is mailed to the Foundation prior to the end of the calendar year and you itemize when preparing your taxes, you are eligible for an income tax deduction for that year.

Honor Gifts
Any individual may make a gift to the Foundation in honor of someone else, such as a teacher, principal, student or volunteer.  Honor gifts may also be made for special occasions, such as birthdays, anniversaries and graduations.

Memorial Gifts
Donations may be made to the Foundation in memory of a loved one who has passed away. These gifts can be made to the general fund of the Foundation or they can be designated for a special purpose or scholarship.

Scholarships and Other Designated Funds
A donor may also establish a new scholarship fund or a new designated fund.  Contact the Foundation to discuss specific details and guidelines on how to establish a new fund.

Appreciated Stock and Mutual Funds

By making a charitable gift of stock or mutual funds, you may enjoy several benefits.  You can avoid federal and state tax on the capital gain and receive an income tax deduction (federal and in most states) for the full market value of your gift if you itemize deductions on your tax return and if you have held the assets one year or longer.  Generally, a transfer of appreciated stock or mutual funds affords the benefit of making a larger gift at a lower original cost to you.  It is also advisable to consult your tax advisor before you make a gift of appreciated securities to determine how the potential tax advantages described here apply to your specific situation.

Bequest Through Will or Living Trust
One of the most popular and simple ways to make a gift that will live after you is to give through your will or living trust.  Such a designation can reduce your estate taxes.  With a bequest in your will or living trust you may contribute either a specific sum or asset or a percentage of your residuary estate.  Bequests offer you the flexibility of designating a specific purpose or endowment for your gift.  If you wish to restrict your bequest to a specific school, scholarship or grant program, contact the Foundation to help determine wording that will ensure its use according to your intentions.  If interested in giving a gift through your will or establishing a living trust, you should consult with your tax attorney or financial advisor for details.


Since 1992, a total of well over a million dollars has been channeled through the Foundation.  This includes tax-deductible donations and grant dollars for various school community projects.

The largest of these projects was the Griffin Centre, which was funded and built by the Griffin Family and dedicated to the memory of their parents, John L. and Rosellen Griffin, and brothers, James and Ronald Griffin.

Many of the individual charitable gifts have been donated to support the local scholarship program.  The Foundation has processed over 200 scholarships in the amounts of $200 to $1,000 since 1992.  This total includes over 140 scholarships from the Moreland Trust Fund.  Funding for these scholarships began in 1996 through the bequest of the late Thomas M. and Georgia Mae “Tippy” Pribble Moreland.

Several other scholarships are managed and/or awarded through the Foundation.  These include memorial and honorarium scholarships for individuals and particular graduating classes of the Pendleton County school system as well as the PCHS Principals’ Award.

Pendleton County Education Foundation Scholarships are also awarded each year from the Foundation’s general funds.  Much of this money is generated by the PCEF Annual Golf Outing which is held the first Monday of August.

In addition to these projects and the scholarship programs, the Foundation is a participant in the Pendleton County School District’s Appreciation Celebration, which is the annual staff kick-off for the school year, and is assisting a group of interested alumni in the initiation of a Pendleton County Alumni Association for graduates of Butler High School, Falmouth High School, Morgan High School and Pendleton County High School.
